Biography
Born on November 28, 1984, in Dnipropetrovsk. Studied at Dnipropetrovsk National University, majoring in "Economic Cybernetics," graduating in 2005. In 2008, he earned a second higher education degree at the Academy of Advocacy of Ukraine, specializing in "Legal Studies."
Career
He began his professional career in 2006 at “PrivatBank”, where he held managerial positions for nearly seven years. During this time, he gained extensive experience in banking business development, organizing active sales, and client acquisition.
In 2013, he joined the team at bank “Mykhailivskyi”, working on corporate business development. In 2015, he became the Director of the Corporate Business Department at "Ukrainian Capital" bank. His efforts were focused on scaling the corporate segment and implementing new financial products.
In 2018, Igor started working on the "Vchasno" project, later renamed "Pogashay.ua." This platform became one of Ukraine’s first aggregator marketplaces, successfully uniting banks, microfinance organizations, pawnshops, insurance companies, and credit unions. Integration with BankID and cooperation with the Ukrainian Credit Bureau enabled users to repay loans with one click and receive recommendations for future loans. The platform attracted over 50,000 active users, after which Bokiy successfully handed over project management.
Recognizing the potential of fintech, in 2019, Igor Bokiy founded 4bill.io, a licensed payment platform that quickly became a leader in Ukraine. The company obtained an NBU license, passed a PCI DSS audit, and established partnerships with Visa and Mastercard. One notable project was the Visa Alias p2p transfer service.
Thanks to the implementation of innovations such as unique anti-fraud systems, smart routing, retry logic, cascading transaction execution, and fast KYC verification, the company secured a leading position in the industry. 4bill developed partnerships with key payment systems and fintech companies, including Sportbank, Portmone, EasyPay, and City24.
In December 2019, Igor launched the SettlePay project, initially designed as a white-label solution based on 4bill's technologies for new market segments. Over time, the platform evolved from a purely B2B service into a digital wallet tailored for online business users.
Since its launch, SettlePay has become the first and largest fiat-channel partner of Binance in Ukraine and Eastern Europe, implementing over 100 integrations and co-developing products for merchants and users of the world’s largest crypto exchange. A significant achievement was the integration of Binance with the "Diia" app, which significantly reduced onboarding time for Ukrainian users. Later, the company gained official reseller and technical partner status for Binance Pay worldwide. Today, the service’s merchant geography spans 48 countries and supports 40 fiat currencies.
SettlePay also signed strategic agreements with crypto exchanges such as KUNA, Whitebit, Huobi, Gate.io, and others. The company successfully assists its merchants in expanding their operations to international markets, launching payment solutions in Asia and Africa.
In March 2022, Igor founded and led a new business under the BetterBro brand, providing local methods and crypto-fiat payment solutions in Latin American countries. In 2023, 4bill, SettlePay, and BetterBro faced an information attack. During a routine internal financial audit, it was discovered that several team members were unlawfully enriching themselves at the expense of merchants and providers, exploiting access to the company’s internal systems, and forming an alternative legal structure. To evade accountability for their fraudulent activities, the perpetrators organized a smear campaign aimed at discrediting the companies’ management. Based on these facts, the companies’ officials filed complaints with Ukrainian and international law enforcement agencies. Investigations are currently ongoing in Ukraine and other jurisdictions.
Despite these challenges, Bokiy’s companies retained partners’ trust and continue to grow actively. They consistently implement innovative solutions, strengthening their reputation as innovators among clients and reliable partners in the global market.
Alongside his business ventures, Igor Bokiy actively invests in Ukrainian fintech startups and participates in educational programs. In 2023, his company 4bill became a technical partner of the IT Generation initiative, implemented in collaboration with the Ministry of Digital Transformation of Ukraine.
Personal Life
Igor Bokiy is married and has two children. In his free time, he enjoys open-water swimming and collecting books. In 2022, he participated in the Ocean Man competition, successfully swimming across the Bosphorus. He also holds the title of Candidate Master of Sports in badminton.
