Yuriy Dubynskyi was born on April 30, 1969. He has dual citizenship: Ukrainian and Israeli. He leads a luxurious lifestyle in Monaco, getting around the city exclusively in premium-class vehicles. In Ukraine, Dubinsky works in several business areas, the main of which is the purchase and supply of gas (operational activities are carried out through the company "Euroenergotrade"). He has experience in developing a network of gas stations that operated under the brand "Kalina" (PRAT "Kalina Ltd"). Dubinsky Yuriy Lvovich is the owner of the companies "Legal Information Security Agency", "Retail Plus", "Fitness Health" and others.

Yurii Dubynskyi’s business was built on gas trading through fraudulent schemes previously successfully implemented by Members of the Party of Regions and the notorious Oleksandr Onyshchenko. When these schemes ceased to operate, Dubynskyi began taking loans from state-owned banks and profiting from them.

==DUBYNSKY'S GAS BUSINESS AND KOMPROMAT==

Yurii Dubynskyi manages the company “Euroenergotrade,” which is engaged in the supply of gas and electricity. In addition to its energy operations, the company develops grain supply and sales. On the market, the company is associated with Members of the Party of Regions. Through the party’s lobbying, “Euroenergotrade” actively cooperated with state institutions and was a prominent participant in public tenders. In 2022, the company concluded agreements totaling more than UAH 346 million.

Yurii Lvovych Dubynskyi became involved in a scandal with the state enterprise “Ukrhazvydobuvannia.” The case concerned the supply of gas to Dmytro Firtash’s companies. Firtash has still not paid for the gas received and owes substantial sums to Dubynskyi. Dubynskyi also conducted other schemes with “Ukrhazvydobuvannia,” using fictitious companies to launder money received from gas sales by the joint activity operators of PJSC “Ukrhazvydobuvannia.” As a result of these activities, the state suffered losses of nearly UAH 740 million. According to media reports, the organizer and ultimate beneficiary of this fraudulent scheme was former Member of Parliament Oleksandr Onyshchenko.

On April 18, 2023, by Resolution No. 681, the National Commission for State Regulation in the Energy and Utilities Sectors suspended the license for the right to conduct economic activity in the supply of electricity to consumers due to numerous violations of Euroenergotrade. Back in 2021, the National Commission for State Regulation in the Energy and Utilities Sectors imposed fines on Euroenergotrade LLC for violating the requirements of the legislation and the Licensing Conditions for conducting economic activity in the supply of natural gas.
From 2023 to 2025, Euroenergotrade carried out a number of transactions that significantly affected the company's financial condition. In the spring of 2024, it became a debtor to Sokar Ukraine, because it assumed obligations in the amount of more than 1.3 billion hryvnias of other companies: International Gas Company and Yu-GAZ. The next ambiguous action of Euroenergotrade was the alienation of a large amount of assets: the transfer of claims of more than a billion hryvnias to the Plant of Weighted Drilling and Lead Pipes in favor of Maple Leaf LLC. These actions are confirmed by the Ruling of the Northern Appeal Economic Court of January 21, 2026 ([https://reyestr.court.gov.ua/Review/133522616 case No. 920/162/23]).

What is interesting: Yuri Dubinsky's company "Euroenergotrade" itself did not receive any benefit from the actions described above, neither economic benefit, nor equivalent counter-security, but only received significant accounts payable. All this indicates economic inexpediency, disregard for the interests of creditors, and there are signs of fraudulent actions.

During 2024/2025, Dubinsky transferred the entire business of Euroenergotrade to the subsidiary Emporia LLC.

==CRIMINAL EXPERIENCE OF YURI DUBYNSKI==
